what he really wants, beneath all the
political maneuvering that is an
inevitable part of getting things done
in the Israeli political realm.
On the contrary, his zigs and zags
have left officials here confused and
angry, without any clear sense of how
best to proceed.
Even his broad-brush plan for
accelerated final-status negotiations
remains a mystery.
"It depends on the angle you view
ic from," said a longtime observer of
the peace process. "From one side,
accelerating final-status talks seems
almost designed to wreck the negotia-
tions; from the other, it almost makes
sense. That's another example of how

more he says, the harder it is to dis-

The consequences of this gap in
understanding are significant for the
Clinton administration, which contin-
ues to regard progress in the Israeli-
Palestinian talks as a top foreign policy
priority.
How can they nudge Netanyahu,
when they lack basic information
about where Netanyahu himself wants
to go?
Arafat, at least, is a known quanti-
ty: hugely imperfect, not completely
convinced that an incremental peace
process is in his best interests, but
with no other options save a return to
Tunis.
But Netanyahu has options, despite
