NECHEMIA MEYERS Special to The Jewish News hough the town of Kiryat Shmoneh is best known as a target of Hezbollah rockets, it also has the same problems as other parts of Israel, including sexual violence against women. This problem is so significant, in fact, that a regional Rape Crisis Center has been set up in the Galilee commu- nity. Run entirely by volunteers and financed by contributions, last month it handled 33 calls for help from towns, kibbutzim and moshavim in the area. The volunteers follow a standard procedure when the telephone rings. Before anything else, they identify themselves. Then they ask a number of questions, the first of which, as might be imagined, is whether the woman at the other end of the line is in a safe place and can speak freely. ' The caller is afterwards gently asked for details about what happened, about the person who assaulted her and about her physical and emotional condition. If the woman agrees, the police are called. If she doesn't, they aren't. At the end of the halting, painful dialogue, the volun- teer suggests a face-to-face meeting where future measures can be discussed. A handful of the volunteers are used to working with people in distress, but the majority are in fields far removed from counseling. So before they begin work at the Center they participate in 14 three-hour sessions on how to han- dle callers with sympathy and tact. They also visit the local police station, and meet with gynecologists, social workers, psychologists, lawyers and others who - ; typically come into contact with victims of rape. There are eight Rape Crisis Centers in the country. They include a Center in Nazareth for Arabs (among whom incest is a particular problem), and two in Jerusalem, one of which deals exclu- sively with the Orthodox (who, perhaps surprisingly, have their share of sex crimes).
