leading civil servants from the
Palestinian Authority to discuss
investments and trade in the PA
areas.
During the first half of this year,
Israeli exports to the PA dropped 12
percent, to $681 million, while
imports remained stable at $107 mil-
lion, according to association data.

Being Broken?
Jerusalem (JPFS) — There is consid-
erable evidence to show that Israel is
breaking export laws by shipping to
Europe goods jointly produced in
Israel and the Palestinian areas,
sources in Brussels said.
Despite efforts in Jerusalem to
exempt such products from liability
for customs duties to the European
Union, Belgium says there must first
be considerable progress in other
economic areas before agreement can
be reached.
Currently, the EU does not extend
its separate free-trade agreements
with the Palestinian Authority and
Israel to products manufactured
jointly in the two territories, a fact
which is angering Israeli civil ser-
vants and industrialists.
The EU's failure to give free-trade
status to jointly produced goods,
particularly from the soon-to-be-
completed Karni industrial park,
flies in the face of the efforts to aid
the PA economy and the peace
process in general.
The EU applies regional cumula-
tion to the Maghreb (Algeria,
Morocco - and Tunisia), and the
Industry and Trade Ministry is now
pushing to achieve similar status for
Israel and the PA. ❑
