amnesty to prisoners has met with luke-
warm reactions on the part of politi-
cians and opposition from Attorney-
General Elyakim Rubinstein even
before the committee preparing the cel-
ebrations presents its proposal to the
government.
Committee head and former finance
minister Yitzhak Moddi is proposing
that the jubilee be marked by a whole-
sale amnesty, such as was granted when
the state was founded in 1948 and after
the Six Day War in 1967.
While the president has the right to
grant pardons, in consultation with the
justice minister, a general amnesty can
only be effected by the passing of a spe-
cial law.
