Why is that the case? Gold sug- gests that, in general, "conservative governments have to peddle twice as hard," since the media is decidedly liberal. But he adds that "ironically, conservative leaders can deliver peace deals," and . predicts that Netanyahu will surprise his critics." What makes things difficult, Gold says, is that the U.S. is prone to what he calls "the end-of-history phenomenon," believing that major, long-standing problems can be solved through one dramatic event. "People think there will be another White House ceremony and the Mideast will live happily ever after, but that's not how life works." He says the Netanyahu govern- ment is succeeding in lowering expectations about the prospects for a full peace with the Arabs. Gold cautions that "the quality of peace between Israel and the Arabs cannot be expected to be superior to the peace between Arab states," which are often at war with each other. Gold says that in dealing with Arafat, Israel is seeking "to modify his behavior." Sometimes, he acknowl- edged, that means Israel has had to take "tough positions," such as closing off the territories and holding up funds for the Palestinian Authority in the wake of terrorist attacks. But he says "it is unrealistic to pursue peace while fighting terror" as Yitzchak Rabin and Shimon Peres sought to do when they continued peace talks after suicide bombings. Gold believes that the U.S. and others still have "unrealistic expecta- tions"-about the peace process, per- haps overlooking that the Oslo Accords set up "the easier issues at the beginning and getting more dif- ficult as you go further." The premise was that trust between the two sides would build as agreements were reached, but this has not been the case, Gold asserted. Instead, Israel found "repeated evidence of collusion between the Palestinian Authority and Hamas, with Arafat preserving the military infrastructure of Hamas" as part of his strategy to continue peace talks while using the threat of terror as a negotiating tactic. ❑ Mr. Alan is celebrating his 24th Anniversary!
