the fact that an Israeli settlement
freeze was not stipulated by the Oslo
Accords, that there was more settle-
ment growth under the previous
Labor government than under
Netanyahu, and that Yassir Arafat
continues to violate basic conditions
of the agreements.
Gold reports that even diplomats
on the highest levels seemed sur-
prised to learn these facts, which he
interprets to mean that Israel has to
continue to press its case. Gold is
also doing this in meetings with
high-profile journalists and opinion
makers well as in foreign policy
forums in Washington.

The problem, he says, is that
while the Palestinians put forth a
simple message about a people in
need of a state of their own, "we

have a very nuanced position, one
that is difficult to get across."
In private conversations, Gold has
characterized the Netanyahu govern-
ment's position in blunt -terms:
"We've got a bad deal with a bad
guy." In more diplomatic terms, he
says that despite inheriting a peace
process "with serious faults," Israel is
determined to make it work.
Gold contrasts that message with
those of previous Israeli govern-
ments. To the hawkish Yitzhak
Shamir, "the Arabs were evil, Israel
had to be strong and peace was not
an option," Gold says. To the dovish
Shimon Peres, "a new world was
opening to us and all was golden.
"But we see things as neither
black or white, and not only is it dif- n
ficult to explain gray, people don't
like gray," Gold acknowledges.
In terms of dealing with the
Palestinians, Gold says that Israel is
focused on getting Arafat "to comply
to his commitments," which is a
frustrating process. For example,
