The pluralism debate has multiplied
the problem.
Pro-Israel groups such as the
American Israel Public Affairs
Committee have created a towering
political infrastructure by transcending
traditional religious divisions in Jewish
life.
But those groups are comprised
largely of the non-Orthodox American
Jewish majority — the groups that have
been hurt and angered by Mr.
Netanyahu's support for Orthodox
forces in Israel that want to formalize
their control over religious practices
there.
Political conditions have changed, as
well.
In 1991, American Jews rallied to
support an Israeli government most dis-
liked when it was attacked by the Bush
administration in the infamous loan
guarantees debate.
But the advent of the Madrid peace
process, the surprising breakthrough in
Oslo and the peace treaty with Jordan
changed the expectations of American
Jews. So did the late Yitzhak Rabin,
who combined a tough skepticism
about Palestinian intentions with an
iron determination to move the peace
process forward.
In 1991, the Bush administration
was rightly seen as unsympathetic to
Israel's special needs and hostile to Jews.
In contrast, the Clinton administration,
most Jewish leaders agree, has been the
most pro-Israel, pro Jewish in history.
If Ms. Albright knocks Israeli and
Palestinian heads together to bust
through the negotiating gridlock, major
pro-Israel groups may howl — but it is
unlikely their rank and file will join the
chorus.
Israeli leaders haven't gotten that
message, pro-Israel leaders worry.
"They still have this idea that no
matter how disenchanted American
Jews become, they'll rally to the cause
if there's new U.S. pressure or a new
confrontation with Washington," said
an official with a major Jewish group
here. "That could be a very mistaken
assumption, given current condi-
tions." ❑
