was forfeiting his British pension.
He joined the new Public Works
Department as chief road engineer
and later became chief sanitary engi-
neer of the Ministry of Health. His
far-sighted planning left an indelible
mark on the development of Haifa
and the country as a whole.
Though he never converted, out of
respect for his father, he was in every
other sense "one of us." I became
close to Lionel because Rivka was a
member of my staff at the Technion,
and because Lionel himself lectured
at the Technion in town planning.
He learned to speak Hebrew, and
instructed Rivka not to bring the
English-language Palestine Post (later
the Jerusalem Post) into their home.
He trained himself to get the news by
reading the Hebrew Haaretz. He was
one of the leaders of the Haifa Rotary
Club, an international body which
catered to the merchant seamen and
shippers who visited Haifa harbor.
For that reason, the proceedings were
conducted in English. And when
some of the Israeli members would
get too boisterous, he would lean
over and whisper: "Shhh! What will
the goyim think!"
In build and appearance he looked
like a typical Englishman. Once he
picked up an Israeli hitchhiker, and
during the long ride they conversed
in Hebrew on politics and other
issues of the day. When the rider got
out, he turned to Watson: "When I
first got in, I could have sworn you
were a goy!"
He died in 1969 at the age of 68
and the whole city of Haifa turned
out to pay tribute to one who was
hailed for his integrity, his humanity
and his outstanding services to the
city and the state. Rivka, at 97, is still
alive.
