Cover and bring to a boil. Remove from heat, cover, and let sit until cool, about 1 hour. When cool, strain the mixture through a fine-meshed sieve into a large metal bowl. Add the•water, lemon juice, and lemon zest. Refrigerate for an hour, then freeze in an ice cream maker according to the manufacturer's instructions.
