STEVE RODAN and adMOHAMMED NAJIB • Special to The Jewish News srael and the Palestinian Authority are quietly negotiat- ing a halt to Jewish housing construction in the territories in exchange for the delay or cancellation of further Israel Defense Force pull- *backs in the West Bank, a government official said Saturday night. The official, who also is participat- ing in the current Israeli-Palestinian negotiations, said the focus of these efforts are in Washington where, with the help of U.S. mediators, both sides are working on what he called a package deal. The proposed accord would link all Israeli and Palestinian , concerns raised over the past year. The key to the deal, the negotiator said, is a trade-off between a Palestinian demand for a halt in settle- ments with an Israeli demand that the "-Luther redeployment in the West Bank be delayed. "Right now, we are working on questions of how long there should be **such a halt in settlement and whether we can trade that with a delay or can- cellation of the redeployment," the negotiator said. The 4Washington negotiations are to be held from Oct. 27-31. Ross arrived last weekend in Israel for talks with Prime Minister Binyamin Netanyahu, President Ezer Weizman and PA Chairman Yassir Arafat.
