His Palestinian Authority says every case is being reviewed. Official propaganda projects Arafat as the elected leader of his people and the PLO as their "sole legitimate repre- sentative." With Israel easing the closure imposed after the suicide bombings (at least 40,000 day laborers now report to jobs in Israel), there is little stomach for 0 rebellion.
