Today, 130 men and women with a variety of emo-__, tional and psychological prob= —\ lems have found a place at Chazon Fetaya (Fetaya's Vision), a pioneer occupational rehabilitation center based in Jerusalem. Founded 20 years ago, the three-branch enterprise was the 1 brainchild of Shaul Fetaya whose own child suffered extended severe depression. In 1975, when the conventional wisdom shared by the medical establishment and the Health Ministry was that mental patients were best left in hospi- tals, Mr. Fetaya understood the simple, therapeutic, restorative power of giving someone a job. A decade later, the Health Ministry seized upon the idea and set up a countrywide net- work of rehabilitation centers modeled on Chazon Fetaya. Young, middle-aged and elderly, observant and secular, (--\ native-born and new olim, men and women from Jerusalem, Beni Brak and Haifa, as well as several smaller settlements, all work intently and unselfconsciously at the well-equipped work stations. Some tasks are more sophisti- cated than others in the facto- ) ry's departments, which include computers, desktop publishing, bookbinding, dressmaking, carpentry, sign making, hairdressing and label---\ production. Workers are paid between 4 and 9 shekels an hour ($1.35-$3) based solely on their work performance. There are no psychiatrists or -\ social workers on the premises. Instead, the staff works closely with the health care profes- sionals who referred the employees. Israel's mental health estab- lishment is now reconsidering the importance of a steady job. Labor knows that once the paternal and profligate boss (the government) is replaced by private owners, the atmos- phere will change. In the struggle that follows, inflated staff will be dispensed with; subjects like efficiency and costs will be required.
