he city of Safed, one of
Israel's prettiest towns, is to
undergo an extensive devel-
opment program in the
coming years, says Israel's Deputy
Prime Minister and Minister of
Tourism Moshe Katsay.
The program will be designed to
augment the ancient city's beauty and
its shrines, making it more _accessible
to visitors, but without in any way
harming its charm and sense of extra-
ordinary tranquility.
Safed, the highest point in the
land of Israel, sits 3,200 feet above
sea level atop Mount Canaan, com-
manding magnificent views east of
the Sea of Galilee and the River
Jordan. -
Safed, one of the four holy cities
of Judaism (the others are Jerusalem,
Hebron and Tibereas), reached
prominence in the 16th century both

as the birthplace of the Kabbalah
(Judaism's esoteric code of numero-
logical mysticism), and as the new
home of hundreds of Spanish Jewish
families escaping the Inquisition. It
was here that the first printing press
in the entire continent of Asia was
installed, publishing, in 1578 the first
Hebrew book to be printed in Israel.
Ancient scholars and mystics often
reasoned that Safed's positioning
"closest to the heavens," and its pure
mountain air, contributed to the pro-
fundity of the scholarship born here.
Five centuries later, Safed remains
a charming medieval town, whose
tiny lanes and courtyards twist and
turn to reveal artists studios, galleries,
private homes, small hotels and a
selection of some of the world's most
beautiful, ancient synagogues. Cars
are able to reach only a few of the old
town's streets, contributing to the
sense of peace which the town
exudes. As a result, it is a favored
destination for Israelis and tourists
seeking relaxation away from big-
city bustle.
Visitors come to Safed to walk
the paths of the old town, to visit its
ancient synagogues, many of which
are brightly painted and ornamented,
and to browse in the galleries and the
studios of dozens of artists who
moved to Safed in the decades after
the State of Israel was born.
