sources, and afterwards you have to be
able to arrest the suspects and shake
the tree until the apples fall down.
Ezra agreed that Israel could not do
it alone now that the whole of Gaza
and much of the West Bank was
under Palestinian rule. Recruiting and
handling informers was infinitely
more difficult. So was interrogating
Hamas activists. Cooperation with the
Palestinian security services, he said,
was essential.
The question remained how effec-
tive cooperation would be. "We
can give names to the Palestinians,"
Ezra explained, "but they will only
give us what they want us to know. If
somebody in an area under our con-
trol is involved, they won't tell us
because they don't want to hand
Palestinians over to us."
Another problem was that the
Palestinian security services were too
busy extorting bribes from their own
citizens to fight terrorism.
"They are interested in collecting
money. They try for one week, then
they stop for six months," Ezra corn-
plained.
Israel, he argued, had to put pres-
sure on Yassir Arafat to stick to his
Oslo commitments. "The minute we
impose a closure, the minute we don't
give him money, the minute the
Americans don't give him money, he's
in trouble. Hamas is a problem for
him too. If he doesn't act, he might as
well go back and live abroad."
But Israel, too, could do more. "We
have to see that explosives don't enter
the West Bank and Gaza from abroad.
The explosives used in recent bomb-
ings, TNT and RDX [a plastic explo-
sive], aren't available here. They must
have come from outside. They smug-
gle them with small boats into Gaza
and through tunnels under the
Egyptian border at Rafah."
Israel had also to wage war on
Palestinians who slipped into
Jerusalem through side routes without
permission — usually to work.
"The minute they enter Jerusalem,"
he said, "a car picks them up. We have
to arrest the drivers. We have to make
people afraid to pick up such people."
All this will help, but it won't solve
the problem. Yossi Beilin, one of the
architects of Oslo, still believes Israel
has to offer a carrot as well as a stick.
"Arafat," he insisted, "cannot fight ter-
rorism if the street is with Hamas.
And the street is with Hamas if Israeli
policy does not give any hope to the
Palestinian people."
