hen Israeli Prime Min-
ister Benjamin Ne-
tanyahu wanted to
marshal American
Jews and Congress in late July
against an expected U.S. Mideast
peace proposal that would pres-
sure the Jewish state, he sum-
moned the leaders of two key
groups to an emergency meeting
in Jerusalem.
They were Mel Salberg and
Malcolm Hoenlein, chairman and
executive vice chair of the Con-
ference of Presidents of Major
American Jewish Organizations,
the community's most prominent
collective voice, and Howard
Kohr, executive director of the
American Israel Public Affairs
Committee, the Washington-
based pro-Israel lobby.
The summons from the prime
minister reflected the fact that
when decisionmakers in
Jerusalem and Washington want
to take the pulse of the American
Jewish community — or when
they want help from the formi-
dable pro-Israel establishment in
Washington — they turn to these
two organizations, which are seen
as representing the consensus
views of American Jewry.
But the Presidents Conference
is facing increasingly vocal com-
plaints from some leading mem-
bers about its long-established
method of doing business. Crit-
ics from across the political spec-
trum in the 53-member umbrella
group question whether the con-
ference's vague procedures and
nonexistent by-laws produce ac-
curate readings of the Jewish
community's views on complex
and controversial issues.
New fund-raising practices
and the growing influence of
wealthy outside donors have
added to questions about ac-
countability within the group, ac-
cording to some critics.
The grievances focus on Hoen-
lein, a brilliant, dynamic and ef-
fective but some say autocratic
executive, and on a secretive,
closed institutional style that has
long been a source of dissatisfac-
tion among member organiza-
tions — particularly the large
national groups, which fear the
rising influence of a number of
smaller, more ideological groups
that have entered the conference
in recent years.
On the moderate left, Rabbi
Eric Yoffie, president of the Re-
form Movement's Union of Amer-
ican Hebrew Congregations, com-
plains, "There has been an
ongoing sense that the Presidents
Conference has a political tilt to
the right that may not be repre-
sentative of the community as a
whole."
Yet on the right, Morton
Klein, president of the Zionist
Organization of America, is no
less upset with what he con-
demns as a wholesale lack of de-
bate and due process at the
organization that purports to
speak to the world on behalf of
American Jews. 0
