Mr. Yates first walked onto the
House floor when Harry Truman
was president.
In New Jersey, Sen. Frank
Lautenberg, a Democrat, recent-
ly told newspapers in the state
that he would run for a fourth
term — even though he doesn't
face voters until 2000.
Political insiders suggest a
practical reason for his early an-
nouncement: Mr. Lautenberg
wants to preempt possible chal-
lenges from younger House mem-
bers, who are getting restive as
the crusty veteran extends his
stay in Washington.
In Pennsylvania, Rep. Jon Fox,
the Republican who won re-elec-
tion in 1996 by only a few dozen
votes, faces another challenge
from Joe Hoeffel, a Democratic
Montgomery County commis-
sioner. Making matters worse for
Mr. Fox is the strong possibility
of a primary challenge from his
right flank. The incumbent, ac-
cording to political pros, is defi-
nitely on the endangered list.
On the loftier plane of presi-
dential politics, there's increas-
ing talk of a vice presidential bid
by Sen. Joe Lieberman, D-Conn.
The conservative Democrat has
emerged as a sober, independent
voice in the Senate investigation
into 1996 campaign finance
sleaze — a status the National
Journal said recently could pro-
pel the Jewish senator into the
No. 2 slot.

Ranks Swell

Yet another pro-Israel group is
hanging its shingle in the shad-
ow of the Capitol.
Voices United for Israel — a
group of Christians and Jews
that promotes a distinctly hawk-
ish view of the Mideast peace
process — opened a Washington
office last month.
Although the group will not
formally engage in lobbying,
founder and president Esther
Levens, a longtime Republican
activist in Kansas, suggested a
significant increase in its politi-
cal presence.
"In talking to people, we began
to understand that opening a
Washington office would give us
a great deal of credibility," she
said. "In terms of actual lobbying,
our activities must be limited; we
consider ourselves an education-
al organization. Part of our func-
tion is to reach the media, which
will be easier in Washington than
in Kansas."
Leaders of the group plan an
Oct. 29 Capitol Hill reception that
will feature David Bar-Elan, top
adviser to Mr. Netanyahu.
