But at century's end, the Cold
War is just a memory; Washing-
ton is still trying to formulate new
strategic principles to guide
American policy in a world with
much more disparate villains.
And that means a new chal-
lenge for pro-Israel leaders who
must explain why close U.S.-Is-
rael ties are still in this nation's
best interests as we cope with new
dangers, like the spread of radi-
cal Islam and the scourge of in-
ternational terrorism.
5. Some things don't change.
In 1987, hot stories included
the frightening quest by countries
such as Iran and Iraq for non-con-
ventional weaponry, and the in-
adequate American response, a
theme that is sadly unchanged to-
day. There were stories about ma-
jor campaign finance legislation
that nobody expected to pass, and
a lot of congressional huffing and
puffing about closing the PLO's
Washington office, a subject that
will be on the agenda yet again,
when legislators return in Sep-
tember.
6. The Jewish community
has become more politically
diverse.
Orthodox groups have start-
ed to flex their political muscles,
often allying themselves with
groups that have traditionally
been the bane of the liberal Jew-
ish organizations that once owned
the Jewish political franchise in
Washington.
Church-state separation is still
a priority for most Jewish groups,
but exactly what that means is
becoming less clear, as Orthodox
groups press for changes that
would allow government funding
of religious schools and social ser-
vice agencies.
That has been a mixed bless-
ing. The growing diversity of
opinion on these issues may
weaken Jewish efforts in areas
where there is still consensus —
like the fight against school
prayer.
But it also has broadened the
community's network of political
alliances; no longer does Jewish
politics automatically mean lib-
eral Jewish politics.
7. Immigrants are less op-
pressed in foreign lands.
Ten years ago, Soviet Jews
were still captives in a hostile
land, and Jews continued to suf-
fer in far-away Ethiopia. Advo-
cacy on their behalf was big
business for Jewish activists here.
Today, Jews are major players
in Russia's uneven march toward
a free-market economy and, not
incidentally, in that country's bur-
geoning underworld; most
Ethiopian Jews are safely in Is-
rael, although their absorption is
still uncertain.
And, advocates for endangered
Jews are beginning to turn their
attention to an American Jewish
community threatened more by
assimilation and apathy than dis-
crimination. ❑
