"I think it's a sad commentary
to say a pro-human rights posi-
tion is an anti-Israel point of
view," said Hayes. "Cheap attacks
don't contribute to the debate. I
am not trying to steer anyone to
be pro-Palestinian or anti-Israeli.
"This film is pro-American if
anything. It questions the way
U.S. money is being spent. This
is a film about U.S. foreign poli-
cy. If this much money is going
out, there should be a lot of pub-
lic discussion about it."

and Conflict Studies will supply
the Jewish voice on the panel. The
panel will also include Nabbel
Abraham, professor of anthro-
pology at Henry Ford Communi-
ty College.
The documentary asks many
questions. Overall, it questions
the $3 billion annual U.S. foreign
aid allocation to Israel. It attempts
to show that Israel's mandate is
to drive the Palestinians out of
what it feels is Palestinian land.
It calls settlements "dozens of lit-
tle South Africas," and says that
, "one-third of Gaza has been puri-
fied of Palestinians."
Said ADL's Don Cohen, "This
is a wholesale propaganda piece,
put together by an individual who
has a selective documentation of
Middle East issues. This is not the

time to bring amateur filmmak-
ers' anti-Israel diatribe into the
area. It is anti-historical.
"Somebody watching would
never know that 90 percent of
Palestinians live in areas con-
trolled by the Palestinian Au-
thority. It gives no idea that there
are Palestinians and Israelis who
want peaceful coexistence.
"Over the years, we have been
debating the historical accuracy
of this point or that point," Cohn
said. "But Tom Hayes didn't go
over how Arabs and Israelis are
going to live together. His film is
a throwback to the debating style
of 'You did this to me and I did
that to you.' "
ITVS was created by Congress
in 1988 to support innovative pro-
jects developed by independent
producers. It receives its funding
from the Corporation for Public
Broadcasting. The CPB does not
exercise editorial control over pro-
jects distributed or produced by
ITVS. While CPB is the principal
supporter of PBS, this documen-
tary was not placed on the na-
tional PBS program schedule.
The Jewish Council for Public
Affairs (JCPA) office in New York
knows of only one other broadcast
of "People and the Land"; a San
Francisco affiliate aired the pro-
gram.
Mark J. Raffel, the associate
executive vice chairman of the

JCPA, said, "This work is about
as far from serious journalism as
one can get."
In material distributed with
the tape by ITVS, Mark Rosen-
blum, co-founder of Americans for
Peace Now, describes the docu-
mentary as 20-percent accurate.
It presents Israel, he said, in "to-
tally demonic terms," and in-
cludes "major slants on historical
accuracy."
