Palestinian refugees will be dis-
cussed in final-status talks, and
our party platform says this," he
said. "Of course the terms must
be agreed upon between Israel
and the Palestinian Authority.
I am not against Jewish immi-
gration, but Palestinians have
the same right to return as do
Ethiopians and Russians Jews,
many of whom are not even Jew-
ish."
After the first stormy days in
Damascus, the group held official
meetings with Syrian Foreign
Minister Farouk Shaara, and
then with President Hafez al-As-
sad. Salah Tarif, a Druse mem-
ber of Israel's Labor Party,
brought a message from Defense
Minister Yitzak Mordecai, say-
ing Israel has no intention of at-
tacking Syria. Labor leader Ehud
Barak also sent a peace overture
through Tarif.
Meanwhile, the Israeli daily
Yediot Achronot reported that
Netanyahu sent a message to As-
sad saying Israel was ready to
restart peace talks. The paper
said the initiative is based on a
formula in which the extent of
territorial concessions on the
Golan Heights would match the
extent of security guarantees for
Israel in a peace agreement. The
prime minister's office has denied
the report.
Assad told the Arab delegation
that Syria was committed to re-
turning to the negotiating table
with Israel, but was discouraged
by Netanyahu's hard-line poli-
cies. Recently, Syria's chief of staff
said Syria had to prepare for war
in the face of Israeli recalcitrance
on the Golan Heights issue. The
Syrian president told the group
he was willing to renew peace
talks from where they left off with
the Israeli Labor government, be-
fore talks broke down in March
1996.
But, even this seemingly in-
nocent attempt at diplomacy did
not pass quietly. Tarif, who
served as a major in the Israeli
army paratroop corps, caused a
mini-storm of his own, by telling
Israel Television Channel Two
after the meetings that he 'Tell in
love with Assad and was
"charmed" by Shaara.
"I can't understand why this
caused such an uproar," he said
this week after returning to Is-
rael. "Why is this any different
from when Netanyahu met
Arafat for the first time and said
he was charmed?"
Tarif distanced himself from
Darawshe's statements, and
stressed that the main purpose
of the trip was to serve as good-
will envoys. But, if anything, the
statements and reaction in Israel
highlighted yet another of the
country's multiple societal di-
vides, and does little to promote
Jewish-Arab goodwill inside Is-
rael.

raeli Arabs from the Dayan Cen-
