The Clinton administration's new
Mideast initiative is being wel-
comed by many leading Jewish
activists — even though they pri-
vately acknowledge that it in-
evitably will include significant
new pressure on both the Pales-
tinian Authority and the govern-
ment of Prime Minister Binyamin
Netanyahu.
But if the new United States
diplomatic effort moves forward,
it is likely to inflame the debate
in Jewish circles over the role
Washington should play in the ne-
gotiations.

Albright's sequential approach to
the negotiations — a strong em-
phasis on security, followed by a
package of confidence-building
measures by both sides and ac-
celerated "final-status" talks —
has driven opposition by hard-line
pro-Israel groups underground
and widened the split between
groups that oppose all U.S. pres-
sure on the Netanyahu govern-
ment and those that could support
a squeeze, under certain circum-
stances.
The unequivocal approach to
Palestinian violence in the new
initiative has left Jewish groups
less room to maneuver, according
to the leader of one major Jewish
group.
"It's a shrewd plan because it
captures most of the buzzwords
of the pro-Israel community," this
source said. "But there are dan-
gers lurking beneath the surface.
What happens if [Palestinian
leader Yassir] Arafat gives some
of what Washington wants, but
not enough for Israel? What hap-
pens if they do get to the post-se-
curity phase? In both scenarios,
the new administration approach
is very likely to generate consid-
erable p.r.:ssure Israel, espe-
cially on the se alements
question."
