Builders Ban
Palestinian Labor

Jerusalem (JPFS) — The Asso-
ciation of Contractors and
Builders declared a permanent
ban on hiring Palestinians from
the West Bank and Gaza Strip.
The ban applies to Palestini-
ans with or without valid work
permits, said association Direc-
tor-General Amos Bar'am, who
called on the government to find
a solution to the shortage of work-
ers in the construction industry.
While sympathizing with the
families of casualties of the recent
Jerusalem bombing, Palestinian
Authority representatives
slammed the decision and said it
will lead to a very deep crisis.
"It is totally unfair to these
workers that have never been
involved in any of these actions,"
said Palestinian Economic
Council for Development and
Reconstruction (PECDAR) Di-
rector-General Mohammed
Shtayyeh.
"The whole idea of Palestini-
ans working in Israel, introduced
by [Moshe] Dayan in 1969 ; was
to avoid political tension This de-
cision is moving us back to square
one."
Palestinian and UN estimates
put the annual cost of a prolonged
closure at $1.825 billion to $2.555
billion.
"If this is an extended closure,
it will take months for worker
numbers to return to where they
were," said Gershon Baskin, the
Israeli director of the Israel/Pales-
tine Center for Research and In-
formation (IPCRI).
Of some 110.000 Palestinian
workers in Israel before the clo-
sure, some 65,000 had work per-
mits, according to official figures.
However, the Palestinian Au-
thority maintains there were only
35,000 legally allowed to enter
the country, with others entering
illegally.
"The closure was never fully
lifted," said Shtayyeh.
Unemployment in Gaza is cur-
rently running at 40 percent ac-
cording to PECDAR figures, with
a 31 percent jobless total in the
West Bank. The territories have
seen a 25 percent drop in the
Gross Domestic Product since
January 1996, with per capita in-
come down from $1,800 to $1,000
in the West Bank between Jan-
uary 1996 and March 1997.
Israel's construction industry
is likely to be hard hit by the clo-
sure and by the association's de-
cision. There is a need for 230,000
workers in the industry, accord-
ing to association figures.
Presently, there are 140,000-
150,000 Israeli workers, with up
to 40,000 foreign workers, 20,000
licensed Palestinians, and an es-
timated 30,000 without permits.
The closure will have little or
no effect on agriculture.
