The bombings in Jerusalem pro-
duced the usual congressional
outpouring of indignation about
the Palestinian Authority, and a
good measure of genuine sym-
pathy from shocked legislators.
A House resolution, offered
just before the summer recess, la-
beled the twin suicide bombings
"a violent and vicious assault
against the peace process and
against citizens of Israel," and ex-
pressed official condolences.
The resolution also reaffirmed
congressional support for the
peace process, and urged Presi-
dent Clinton "to provide all ap-
propriate assistance to the
government of Israel, to provide
medical and other assistance to
the victims of this terrorist act, to
bring to justice the terrorist lead-
ers behind this and similar acts of
violence, and to work to prevent
such terrorist acts in the future."
The non-binding measure
would have passed unanimous-
ly — except for the dissenting
vote of Rep. Ron Paul, R-Texas,
the obstetrician- turned-politi-
cian and anti-government cru-
sader, who entered office with a
promise to "work to abolish the
IRS, the Department of Educa-
tion, the Department of Corn-
merce and all other agencies not
specifically authorized by the U.S.
Constitution."
Apparently, Mr. Paul's extra-
ordinarily narrow view of gov-
ernment rejects the idea of
helping allies.

"Constitutionally, it is not
within the enumerated powers of
the national government to po-
lice the world," he said during
floor debate. "At the same time,
we are asked to support this res-
olution to urge intervention by
the United States government to
'prevent such terrorist acts in the
future' in Israel. Would we be so
receptive to allowing foreign en-
tities to intervene to bring to jus-
tice the individual who initiated
the bombing in Atlanta, Ga., dur-
ing the recent Olympic Games?"
Jewish legislators were not im-
pressed with Mr. Paul's reasoning.
"It's difficult to imagine why
any rational person would oppose
