NECHEMIA MEYERS

My wife and I didn't know any of
the people who were killed in the
suicide bombing of Jerusalem's
Mahaneh Yehuda Market, and
for good reason. Our friends, all
of them members of the middle
class, seldom go shopping in
open-air markets or, for that
matter, ride buses — the venues
usually chosen by terrorists to do
their killing.
But no Israeli, whatever his
economic or social standing, can
ignore terrorism, which plays
havoc with daily life.
There is a standard ritual af-
ter every outrage. First come the
bloodcurdling radio reports and
even more bloodcurdling TV pic-
tures; then there is the period of
national mourning; and, finally,
there is the debate over who is to
blame and what must be done to
stop the bombings.
In general, the Israeli right
blames the Israeli left, and vice
versa. But no Israeli government,
of whatever political hue, has
been successful in quashing ter-
rorism.
Now Prime Minister Binyamin
Netanyahu, who made a fool of
himself by claiming great
progress in the battle against ter-
rorism just two days before the
Mahaneh Yehuda bombing, is
emphasizing pressure on Pales-
tinian Authority President Yas-
sir Arafat, who, so it is claimed,
could stop the killing were he to
crack down on the killers. Per-
haps so. But, if past experience is
any guide, he is unlikely to keep
at it for more than a token peri-
od.
And despite the harsh con-
demnation of the bombing by
U.S. President Bill Clinton and
others, there is no reason to ex-
pect help from the international
community. For while the Unit-
ed Nations was virtually unan-
imous in its censure of Israel for
the construction of housing at
Har Homa, the international or-
ganization won't give the terror-
ists and the nations that support
them so much as a slap on the
wrist. At best, there will be even-
handed calls for a continuation
of the peace process.
Even if it does continue, as
most Israelis hope, can it, will it,
succeed? It is hard to be opti-
mistic, because, truth to be told,
we Israelis live in a very bad
neighborhood. When Americans
are confronted with the problems
of a bad neighborhood, they sim-
ply move away. That is why
there are virtually no whites (or
