A transformation of a mindset that shuns violence and inciteful rhetoric has not hap- pened. We must accept certain ax- ioms about these negotiations. Respective expectations of the other will not be met. Each pos- sesses differing standards of ac- countability and punishment. Violence, regression, and non- compliance remain a part of this very unsatisfactory process. Both retain lingering doubts about the other's legitimacy and objectives. Four years since Oslo has told us that it is not possible to ne- gotiate a solution and imple- ment one at the same time. Every time there is a pro- longed interlude between inter- im agreements and their partial implementation, there is more violence and rhetoric. Step-by-step diplomacy and episodic visits by American diplomats are insufficient. A comprehensive Israel- Palestinian final settlement must be negotiated now. Washington must engage ful- ly. All past Arab-Israeli agree- ments emerged with significant degrees of American engage- ment, assurances and guaran- tees. The White House must not apply pressure, it must cajole; it should not be draconian but decisively diplomatic. It should place a diplomat in the region on a permanent basis to shut- tle-negotiate between the re- spective sides and regularly bring the principles to Wash- ington to show that we mean business. Washington is the only source for the political super glue and clamps necessary to implement an agreement between sides which staunchly agree to dis- agree. ❑ (.1/\ /
