that no one would be forced to sit
in a certain area. He said leaders
of the ultra-Orthodox communi-
ty promised that those who re-
fused to go along with the
segregation would not be ha-
rassed.
Legislators said the Orthodox
had strong leverage in winning
the agreement of the two large
bus cooperatives, Dan and Egged,
to introduce the changes. On av-
erage, the Orthodox are poorer
than secular Israelis and use
buses more often.
The fervently-Orthodox Jews,
known as haredim in Israel,
comprise about 10 percent of Is-
rael's 4.6 million Jews but have
gained enormous political influ-
ence since Prime Minister
Binyamin Netanyahu was elect-
ed last year.
A spokesman for the New
York-based Orthodox Agudath
Israel of America defended the
ministry's action.
`The whole purpose of separa-
tion is that the men shouldn't be
distracted by women," explained
Rabbi Avi Shafran. "All of the
laws and customs are geared for
the fact that men are notorious-
ly easily distracted. We're deal-
ing with the problems of men and
women."
He said that Egged must have
figured out "that the vast major-
ity wanted it this way. Separate
buses would be ideal."
But Jewish Theological Semi-
nary Chancellor Rabbi Ismar
Schorsch called the decision "ob-
viously erratic" and warned that
it plunges Israel closer to split-
ting into two Jewish states, "one
governed by medieval law and
the other governed my modern
law.
"For anyone with a sense of
Jewish history, it conjures up the
horrors of the two kingdoms of
the First Temple and the military
conflict with each other," he cau-
tioned.
Rabbi Schorsch said for today's
Israeli politics the bus ruling
shows that as Netanyahu "in-
creasingly loses the support of
Likud, he becomes ever more
dependent on the support of
the Orthodox. And this trend
will not be reversed until there is
a more stable and competent
government in power in
Jerusalem."
A tongue-in-cheek statement
from the American Jewish Con-
gress suggested that the segre-
gation did not go far enough.
"Maybe there should be sepa-
rate sidewalks for those
embarking and disembarking on
the buses — better yet, separate
fares, with women paying more
because by insisting on riding the
buses they have caused so much
trouble," it said.
