'We are still," he summed up,
"confronted with illegal deten-
tion, substandard prison condi-
tions, lack of proper procedure
and torture on a large scale."
Even if Arafat did not know
everything that was going on,
Eid insisted, it was his responsi-
bility to put the Palestinian
house in order.
The signs are not encouraging.
The Palestinian monitoring
group investigated 42 recent cas-
es. "None of our interviewees
were shown a warrant before ar-
rest," the annual report states.
"None of them were presented to
court within 48 hours for an ex-
tension of their arrest.
"None of them were brought
to court to face charges during
their interrogation. Many of
them were not told of the specif-
ic charges against them."
The report, prepared with the
help of Professor Irwin Cotler
and other Canadian human
rights lawyers from McGill Uni-
versity, concludes: "Interroga-
tions are not supervised or
regulated by any law or set of
regulations that can protect sus-
pects. Suspects are mistreated
before being convicted, and in
most cases are never even
brought to trial. Despite the
prevalence of various forms of
torture, no charge of mistreat-
ment has ever been brought
against a member of the securi-
ty forces in open court." ❑

Rehovot — A recent meeting in
Eilat offered dramatic proof that
at least one channel of communi-
cation between Israel and her
Arab neighbors remains in oper-
ation.
At the Galai Hotel in that town
there was a conference of Eco-
Peace, at which Egyptian, Jor-
danian, Israeli and Palestinian
environmentalists discussed such
issues of common interest as wa-
ter conservation and reuse, sus-
tainable tourism, pollution and
the preservation of wildlife.
But the Arabs and Jews of Eco-
Peace not only talk, they also act.
One of their first joint activities
took place in September 1995,
when EcoPeace sponsored a
cleanup campaign along the
shores of the Gulf of Eilat (or, ac-
cording to the Arabs, the Gulf of
Aqaba).
It was highly successful be-
