talk that the administration
might simply allow the contro-
versial legislation to expire while
funneling money directly to non-
governmental organizations in
the West Bank and Gaza.
But that would leave open the
question of whether U.S. diplo-
matic contacts with the Pales-
tinians could continue.
"It's important to get aid to the
Palestinians, but it's also clear
that Congress is going to have
a say in this," said a pro-peace
process activist. "It's unrealis-
tic to think lawmakers will look
the other way if the administra-
tion simply ignores MEPFA and
doles out the money anyway."
The Israeli government is
sending out cautious signals that
it might like to see additional
conditions put on MEPFA.
Despite some hot talk from the
right and a growing weariness
with Mr. Arafat among congres-
sional moderates, there is little
likelihood of an outright aid cut-
off.
"There's a strong sense on
Capitol Hill that this is not what
Congress wants," said Jess
Hordes, Washington director for
the Anti-Defamation League. "So
right now there's talk about find-
ing ways to rhetorically increase
the level of concern, without re-
ally affecting the level of aid."
