Strong Push For Jerusalem S /— uddenly, Congress can't seem to do enough when it comes to Jerusalem; House Speaker Newt Gin- grich, R-Ga., was even sched- uled to plant a tree on the Capitol grounds to commemo- rate the reunification of the city. But at the end of the day, the recent legislative barrage may not add up to significant policy changes. Recently, the House passed a nonbinding resolution calling on President Clinton to reaffirm Jerusalem's place as Israel's "undivided capital." The resolu- tion, which passed by a 406-17 vote, expressed more strongly a sentiment the House has ex- pressed before. The House also passed a State Department authorization bill with more substantive lan- guage on Jerusalem, including authorization for $100 million to move the American Embassy from Tel Aviv to Jerusalem, a measure requiring official gov- ernment documents to denote Jerusalem as Israel's capital, and another allowing Americans born in Jerusalem to list their place of birth as "Jerusalem, Is- rael" on their passports. $ 659' But the Clinton administra- tion opposes those measures be- cause they might prejudge issues slated for the final-status talks, and it is expected to press hard for their removal before a final bill emerges. The glut of Jerusalem legis- lation was roundly condemned by European and Middle East- ern governments, including Jor- dan and Saudi Arabia, key American allies. The American Israel Public Affairs Committee actively sup- ported the measures; groups such as Americans for Peace Now were unhappy with their timing, but did not fight them. There also were political mo- tives at work in the legislative flurry. "There's been a clear trend by some conservative Republicans to take a hard line on issues like Jerusalem to embarrass the ad- ministration, which is limited in what it can do by its status as a mediator," said one Jewish De- mocrat. "And the administra- tion is vulnerable, because people aren't interested in this final-status stuff, they're inter- ested in the tremendous sym- bolism of Jerusalem."
