Palestinian Authority's dis-
avowal of responsibility.
On the West Bank, Palestin-
ian officials confirmed that se-
curity forces have detained 12
people, allegedly for dealing
land to Jews. Nobody is quite
sure just how many of such land
dealers are around today.
Experts say most were in-
volved as middle men, helping
Israel acquire or expropriate
West Bank land during the
1980s at the apex of the settle-
ment drive. Many land dealers
were among those killed during
the intifada, when Palestinians
murdered as many as 950 of
their own people for allegedly
collaborating with Israel.
Most Palestinians appear to
support the violent measure.
One official, who spoke on con-

dition of anonymity, said until
the Palestinians achieved sov-
ereignty, the death penalty was
a desirable tool "to send a mes-
sage to the traitors."
Israel has been able to expand
its landholdings in the West
Bank with relative ease since
1967. Today, about 40 percent
of the 3,650 square miles in the
West Bank is Israeli state prop-
erty.
Jewish settlers say their set-
tlements stand on about 10 per-
cent of the total lands in the
West Bank.
Geographer Tawfakji says
that the bulk of West Bank
state-owned land was expro-
priated by Israel since many
Palestinians did not have docu-
mentation that was valid in
Israel. In traditional rural Pales-
tinian society some didn't have
paper at all. Even those who did,
explains Tawfakji, had "old pa-
pers which didn't demarcate
clear borders," he said.
The lack of documentation, he
said, provided an easy route for
Israel to confiscate lands.
