Four days after presenting his
credentials to King Hussein, Is-
rael's ambassador to Jordan,
Oded Eran, resigned, protesting
that he was being marginalized
by his own political masters.
`There is no room for me here,",
he lamented in an instanti,
leaked letter of resignation after
he learned of a secret summit be-
tween the king and Prime Min-
ister Binyamin Netanyahu from
the next day's papers.
A couple of days later his col-
league, the ambassador to Cairo,
Zvi Mazel, came to Jerusalem to
report on rapidly deteriorating
relations with Egypt. He had sf
repeated, unanswered warning
about the deepening crisis with
Israel's first Arab peace partner.
When Egypt sent only two of-
ficials, of middle rank, to the em-
bassy's annual Independence
Day reception, he decided to come
in person. The foreign minister,
David Levy, declined to see Mr.
Mazel, who returned to base
more dejected than ever.
Israel's foreign service is more`
demoralized than it has been
since it's founding 49 years ago.
Speaker after speaker at a staff
meeting complained that their
collective experience and know-
how were going to waste in that
they were involved less and lessI
in making or implementing pol-
icy.
They are not, as Mr. I • T c± /
tanyahu might suspect, part of aI
leftist elite that has not come to
terms with last year's elections.
Most of the career officers area
loyal, rather conventional, pub-
lic servants. They have shown,
under Likud and Labor govern-
ments over the past 20 years,
that they are ready to respect the
people's choice. What drives them
to despair is that Mr.
tanyahu's administration is
ing crisis on crisis, not necessarily
because of his policies, but
through the ineptitude of his per-
sonal machine. And that Mr.
Levy is not fighting their corner.
The professionals complain
that the prime minister con-
stantly goes behind their backs.
When Mr. Netanyahu met Pres-,
ident Bill Clinton at the WV
House, it was Dore Gold, the
prime minister's foreign policy
troubleshooter, who sat in taking
notes, not the ambassador, Eli!
ahu Ben-Elissar. Mr. Gold, they
say, frequently visits Arab states,
where Israel has worked hard t o
establish official representation,
but he simply ignores them.
If their own leaders deal them
out of the game, host gov&i
ments no longer take Israel
diplomats seriously. That was
why Oded Eran, a seasoned)
diplomat, resigned.
