Jerusalem (JPFS) — Toys 23, Us
has asked the Israel Industry and
Trade Ministry to investigate the
Israel Standards Institute's reg-
ulations regarding children's
products, said the U.S. toy retail-
er's Israel franchisee, Leon Kof-
fler.
According to Mr. Koffler, the
ISI, which approves all products
before they are sold in Israel, pro-
tects local manufacturers by im-
plementing strict regulations
designed to keep foreign products
out.
Toys '11 Us (Israel) director-gen-
eral Yossi Hod cited the regula-
tions regarding strollers and baby
cribs as particularly stringent.
Michaela Orren, head of the
ISI's standardization division,
said the rules are in no way de-
signed to obstruct Israel's free
market. The ISI, she said, must
sometimes choose between the
European standard at the ex-
pense of the American one, and
vice versa, depending on which
standards will allow the most
number of exporters and im-
porters to enter a given market.
Mr. Koffler, however, argues
that as long as an importer can
prove a product has met either
the U.S. or European standards,
it should not need to be tested
again.

NICE Buys
Canadian Firm

Jerusalem (JPFS) — In a move
aimed at making it a leading
provider of systems used in the
monitoring, logging and evaluat-
ing of telephone calls between toll-
free number operators and callers,
NICE Systems Ltd. of,Tel Aviv
signed a letter of intent to acquire
Canadian-based Dees Commu-
nications, said David Arzi, NICE
Systems' CEO.
According to the agreement,
NICE will purchase the private-
ly held company for $8 million
and up to 500,000 ordinary shares
of NICE.
Mr. Arzi said that the decision
to buy Dees reflects NICE's ag-
gressive approach to gaining a
foothold in the fast-growing, $1
billion call-center logging and
monitoring market.
Dees Communications, a Nor-
tel Premier Business Affiliate,
manufactures monitoring solu-
tions that are used to evaluate
agent performance.
In addition, the acquisition will
provide NICE Systems with well-
established North American-
based marketing channels,
/- 2 analysts said.
In 1996, NICE Systems' an-
nual revenues totalled $39.8 mil-
lion, compared to $21 million in
the previous year.
