rna Berry is without a
doubt one of Israel's lead-
ing businesswomen.
As the newly appointed
chief scientist at the Ministry of
Industry and Trade, she heads
one of the most internationally
visible chapters of Israel's civil
service, setting policy pertaining
to the high-tech industry and
overseeing a budget more than
three times larger than that of
the Communications Ministry,
which is the only cabinet portfo-
lio held by a woman.
And, as a former entrepreneur
who sold her telecommunica-
tions start-up to Siemens AG for
$30 million, she is possibly the
most prominent female in Is-
rael's male dominated high-tech
industry.
Yet, unlike some high-tech
businesswomen, such as Vinita
Gupta of Digital Link and Car-
ol Bartz of Autodesk, who have
used their positions to address
equnlity-in-the-workplace issues,
Ms. Berry, 47, seems uncom-
fortable speaking about women's
minority status in the technolo-
gy sector. In fact, when pushed
to discuss how she got so far in
an industry that is an offshoot
of Israel's male-dominated mil-
itary-industrial complex, this
otherwise driven woman offers
a straight-faced, damsel-in-dis-
tress answer.
"I was always hoping there
would be one person to come

along and solve my problems,"
she says. "But I never found the
environment in which I could be
passive."
A divorced mother of three
who colleagues say returned to
work five days after the birth of
one of her children, Ms. Berry
continually "found" herself in po-
sitions that demanded her to
take charge. From her days as
an officer in the Israeli air force,
to university and later to the

challenges she faced as a scien-
tist in the workplace, Ms. Berry
says she always felt a compunc-
tion to solve problems. And even
when she knew she was getting
paid less than her male coun-
terparts, she kept quiet and
stayed focused on her personal
goals.
"I'm sure I faced difficulties,
but whenever they surfaced I ei-
ther left the company or moved
on within it. I never felt trapped
and I just kept looking forward.
I thought that was the most pro-
ductive thing to do," says Ms.
Berry.
Ms. Berry says one of the main
challenges she faces as chief sci-
entist is to bring the entrepre-
neurial abilities of Israelis up to
par with their foreign competi-
tors. While Israel has the largest
absolute number of high-tech
start-ups after the United States,
the Israeli industry's business
