Celebra to With Us! \ offshoot to being a centrist pro- ) peace process group not connect- ed to any Israeli party," said a longtime pro-Israel Washington activist. "Nishma's security cre- dentials will help them do that." And Nishma, this source said, was finding that the kind of guer- rilla role it had played in nudging mainstream Jewish leaders into publicly supporting the peace process less useful as the negoti- ations unraveled. In effect, Nishma, IPF and Americans for Peace Now have established a new division of la- bor in the pro-peace process move- ment. The beefed-up IPF will focus on Jews in the political middle who are frustrated and confused about the peace process, and APN will move further toward the edge and start publicly raising taboo issues such as a Palestinian state and Jerusalem. Jonathan Jacoby, IPF's execu- tive director and the head of the combined organization, defined it as "passionately moderate. What we realized is that it was time to put institutional ego and turf aside; the need is greater than ever to mobilize Jewish public opinion in support of the peace process, and to press for an active and energetic American role. This decision means our strength will be consolidated." Marshall Breger, a conserva- tive pro-Israel activist who has supported the peace process, agreed ... up to a point. "What this means is that the centrist peace groups are unify- ing," he said. 'They're deliberate- ly staking out the middle, which is a good strategy today. But whether or not that translates into increased power depends on how they engage on these issues." Religious Freedom For months, Jewish activists have been counting on divisions in the Evangelical ranks to help defeat a proposed "religious freedom" amendment to the Constitution that most Jewish leaders say would seriously weaken the church-state wall. No such luck: Recently, Rep. Ernest Jim Istook, R-Okla., the chief sponsor, won over the Na- tional Association of Evangelicals, the Southern Baptists and the Christian Legal Society — influ- ential groups that had objected to elements of last year's Istook amendment. To get their support, the leg- islator changed the wording of his proposal but not its substance, ac- cording to Rabbi David Saper- stein, director of the Religious Action Center of Reform Judaism.
