"Mistakes were made by me ... but I did not commit any crime." — Binyamin Netanyahu Arbel wrote in her section of the report: "Our conclusion is that there exists a concrete sus- picion that the prime minister proposed to the government the appointment of Attorney Bar- On to the position attorney gen- eral solely, or inter alia, in order to placate MK Deri, while being conscious of, or turning a blind eye to, the possibility of an un- acceptable connection between Deri and Bar-On." Rubinstein noted that it cannot be proven in court that Netanyahu had "internalized" Avi-Yitzhak's warning about the connection between Deri and Bar-On but added that, considering the broader cir- cumstances, he should have un- derstood the point. When Avi Yitzhak told Netanyahu of a rumor that Deri had a promise from Bar-On [to allow him a plea bargain], the prime min- ister ascribed no importance to it. Rubinstein surmised that Netanyahu may have failed to grasp Yitzhak's warning because he lacks experience in his position or was weighed down by affairs of state.
