Jerusalem — There are various
bottom lines of the Deri-Bar-On
affair that almost led to the in-
dictment of Prime Minister
Binyamin Netanyahu.
But the most obvious bottom
line is that the prime minister and
Justice Minister Tsa.chi Hanegbi
will not, as the Israel Police rec-
ommended, be indicted for fraud
and breach of public trust. How-
ever, Knesset member Aryeh Deri
will be tried (unless the attorney
general decides otherwise after a
hearing) for extortion by threats,
fraud, breach of public trust and
attempt to obstruct justice.
Also, the investigation against
Prime Minister Office Director
General Avigdor Lieberman (on
suspicion of fraud and breach of
public trust) will continue.
Attorney General Elyakim Ru-
binstein and State Attorney Edna
Arbel stressed in presenting their
report that their decision not to
indict the prime minister was
based not on the absence of evi-
dence, but on the lack of sufficient
evidence to win a conviction on
criminal charges. However, both
noted at length that a broad gray
area exists and a number of
"questions" remain outstanding
because "those under investiga-
tion did not remember, or choose
not to tell" about their involve-
ment in the affair.
Netanyahu read the bottom
line differently. In a national
broadcast just after its release, he
concluded that all the claiins
raised against him "have been
proven as incorrect. "The bottom
line is this: I did not commit any
crime and the attorney general
has confirmed this. And to the
same degree I want to say that
