it will be the most watched race
in the country," said a leading
Jewish Democrat. "D'Amato is
vulnerable this time around, no
doubt about it. But he always
runs best when he's in trouble;

question: Can a New York City
Jew who has become a favorite
target of conservative, pro-gun
and Evangelical groups run well
upstate?
Mr. Schumer, with a $5 mil-
lion war chest, is the best fi-
nanced of Mr. D'Amato's likely
challengers and possibly the
most energetic. But first, the vet-
eran legislator must win a De-
mocratic primary that will
include New York consumer ad-
vocate Mark Green, who lost to
Mr. D'Amato in 1986, and prob-
ably former vice presidential can-
didate Geraldine Ferraro.
Rep. Nita Lowey (D-N.Y.) also
was considering the race, but
there are indications she plans
to stay where she is.
If Mr. Schumer leaves the
House, that also would touch off
a ferocious war for his seat
among Orthodox political heavy
hitters like state assemblyman
Dov Hikind and City Council
member Noach Dear.

Stalemate
Advocates of a new religious ac-
commodation law that would
make things easier for Sabbath
observers who need some flexi-
bility from their employers are
increasingly frustrated by the
measure's imperceptible
progress in both Houses of Con-
gress.
The measure, originally pro-
posed by Rep. Jerrold Nadler (D-
N.Y.), hasn't even been
introduced in the House this
year as backers seek Republican
support.
Over in the Senate, Sen. John
Kerry (D-Mass.) has introduced
the measure. But efforts to get
a Republican co-sponsor have
been slow to pay off; Sen. Dan
Coats (R-Ind.), who was expect-
ed to lend a conservative Re-
publican presence to the
measure, has been playing hard
to get, according to sources.
"The real problem is that Re-
publicans are listening to small
business owners, who fear the
measure could cost them mon-
ey," said a Jewish activist who
has been working the issue.
"And the Democrats are hearing
from the unions, which are wor-
