encouraged when and where pos- ` -:9 sible. In practice this meant that Israel sold to countries that were usually geographically distant but diplomatically close. And the United States generally did not have reservations about these deals on political, trade or mili- tary grounds. Since the quality is good, the demand is constant and the sup- ply is readily available, the • milative result has been that the world is full of Israeli military ex- ports — weapons and systems as well as services in the form of Is- raeli military experts who could provide training and know-how to help the purchasers use the stuff they buy. - Former Israeli military per- sonnel are as much an export as • the hardware they teach their • clients to use. The countless little wars, in- surrections, tribal conflicts and internal upheavals that have racked Africa, Southeast Asia and Latin America over recent decades have provided ample op- portunity to make sales — and enemies. People tend not to like getting , Th shot at and bombed, and they ex /- tend their dislike to those who provide the guns and training. As in most things, Israel gets dis proportionate exposure, but in the arms business it also has dispro- portionate involvement. Thus for Israel to try and dis- suade any country not to sell arms is somewhat disingenuous. In- deed, it is nothing less than hy-p- \_i ocritical. However, in the context /- of black South Africa, the hypocrisy becomes extreme. Af- ter all, it was Israel, which, for a variety of reasons, formed a de facto affiance with the white apartheid regime in South Africa, despite the fact that the founders and leaders of this regime were open and enthusiastic supporters of the Nazis in World War II and despite the fascist and racist na- ture of their regime for the 40-odd years that they ran the country. The victims of this cooperation were, of course, Mr. Mandela and his colleagues and supporters. A more vindictive man than Mr. Mandela might be tempted to go out of his way to get back at Is- rael; fortunately for us, and in fact for South Africa as a whole, Man- - dela is not that kind of person. But given the Israeli record in South Africa and in Africa as a whole, it requires an above-aver- age dose of chutzpa to urge him not to sell arms to Syria. There is a valid objection for not starting on the slippery slope of indiscriminate arms sales, and for not selling weapons to problem- atic countries like Syria. South Africa has little to gain from do- ing so, beyond the money in- volved. But the Israeli government is hardly well-placed to make this case.
