Yet Israelis still tend to treat their gloomy predictions and warnings as hollow scare tactics alone. In fact, many believe that the deeper the despair for Pales- tinians, the better for Israel, whose best policy is to "break" the Palestinians and bring them to heel. That, at least, is how young Palestinians explain what has been happening in Hebron. This week, I joined some other Israelis to speak with Palestinians not on Hebron's rock-strewn streets, but in the airy halls and dim rooms of Hebron University. Palestinians, these young men and women say, are divided into the nationalists (the Palestinian National Authority and its loyal- ists) and the "Islamists" (Hamas and Islamic Jihad). These two camps have been locked in a struggle, at various lev- els of intensity, since the early days of the intifada. Oslo placed the nationalists at a huge advan- tage; though with the peace process deeply wounded the Is- lamists are definitely winning. Certainly the Islamic front is out ahead at Hebron University, where it recently won the elections for the student council (and in a variety of other Palestinian insti- tutions throughout the West Bank). "Our life during the intifada was far better than it is now," ex- plains Jawad Jaabri, the intense yet soft-spoken head of the Islamic faction on campus. "During the intifada, the issue was direct and clear cut: the peo- ple against the occupation," he says. "During the intifada we made all the decisions and took action. Now the PNA makes the decisions and we must weigh that factor in deciding how to act." Jaabri is cautious in speaking about the tension between "the people" and the Palestinian Au- thority. He speaks of "national unity" being a sacred value of Is- lam. But he says that "all the people in Hebron are participating in the riots. The atmosphere is so tense that the PNA is taking arms away from the soldiers, so that what happened in September won't happen again.
