The victims, who included about 75 Jews, were ordered killed by the Nazis in reprisal for an Italian partisan attack which left 33 German soldiers dead. The site of the March 24, 1944, massacre has become a national shrine, and the anniversary is commemorated every year by the state. Italian President Oscar Luigi Scalfaro and other govern- ment figures, Rome's Chief Rab- bi Elio Toaff, Catholic religious leaders and representatives of families of the victims attended the ceremony. The anniversary came three days after former SS Capt. Erich Priebke, awaiting a retrial for in- volvement in the massacre, was moved to house arrest in a monastery near Rome after 16 months in jail. A military court in Rome agreed to a defense re- quest that Mr. Priebke, 83, be transferred from prison on grounds of deteriorating health. Rabbi Shifts On Marriage Fees Jerusalem (JTA) — Israel's Chief Ashkenazi Rabbi Yisrael Meir Lau announced that he will no longer accept payment for con- ducting weddings. Instead, he urges that couples donate the money to worthy causes. The chief rabbi's statement came in the wake of reports that he frequently was paid for con- ducting marriages. According to the Israeli daily Ha'aretz, Rabbi Lau performed more than 100 marriages a year and regularly collected fees ranging from $500 _ to $2,000 a couple. Because couples who wed pay a fee to their local religious coun- cils, rabbis are not paid for per- forming marriages. In a statement issued this week, the thief rabbi said he had decided to refuse payment in light of the public storm the disclosure created. "I have taken upon my- self to set a new public norm," Rabbi Lau said. "From today, I will not accept any donation for weddings and will suggest to cou- ples who ask me to marry them to make a voluntary" donation to a charitable organization. Iran Pays On Nuclear Plant Moscow (JTA) — Iran has made a first advance payment to Moscow for the construction of a nuclear power plant in the Is- lamic republic, according to Rus- sia's deputy nuclear power minister. Since last year, Moscow has been planning and building the facility that will house a nuclear reactor on the Persian Gulf. In recent days, Iran made the first payment toward the cost of building the reactor, a move slat- ed to begin in mid-1998. The cost of building the entire facility has been estimated at $800 million by Russia's Nudear Power Ministry. Russian sales of nuclear tech- nology to Iran have angered Is- rael and the United States, which say Iran intends to use the information to make nuclear weapons. Moscow insists the technology could only be used for civilian purposes. During his first official visit to Russia, Israeli Prime Minis- ter Benjamin Netanyahu sought to prevent Russian transfers of nuclear technology to Iran. Russ- ian Foreign Minister Yevgeny Primakov down played the sig- nificance of the move, saying that Russia was selling Iran "light-water reactors identical to those supplied by the United States to North Korea." With Russia's nuclear indus- try facing a severe financial cri- sis, the country's nuclear energy minister said earlier this year that he wants to increase ex- ports of Russian technology.
