Coastal Conflicts The planned building of 13 marinas along Israel's coastline is causing both natural and man-made problems. JESSICA STEINBERG SPECIAL TO THE JEWISH NEWS F or centuries after its con- quest by the Crusaders, Is- rael's Mediterranean coastline was nearly aban- doned, following the systematic destruction of its towns and ports by Muslim armies intent on pre- venting a renewed European in- vasion. Now, dominated by three bustling ports and linchpinned by a sprawling urban landscape that runs almost unabated from Beirut to Gaza, the coastline is anything but isolated. Yet perhaps the final effort to undo that systematic demolition effort — the construction of 13 boating marinas between Na- hariya in the north and Ashkelon in the south — has yet to be com- pleted, and makes some wonder whether Israel's Mediterranean coastline is not about to come full circle, by becoming over-devel- oped. When God told Abraham that his descendants would be as nu- merous as the sands on the seashore, He must have been re- ferring to another shore. Israel's coastline may run the length of the country, but this strip is erod- ing at a frighteningly fast pace. Sand, or the lack of it, has be- come a source of concern for Is- rael's environmental community over the last few years. There's worry over natural causes, such as shore erosion and a dimin- ished flow in the several hundred thousand cubic meters of sand that comes to Israel's shores from the Aswan Dam in Egypt. But the latest problem is those mari- nas — some already completed, others in various stages of con- struction — involving property developers, local politicians and zealous environmentalists. Indeed, the debate over Israel's marinas is a classic example of governmental bureaucracy lock- ing horns with private business, of national concerns versus local municipalities, of environmen- talists in a tug-of-war with real- estate developers. National Plan Number 13 — created in 1983 by the govern- ment, 25 regional councils and several public organizations, such as the Israel Antiquities Au- thority and the Geological Insti- tute — centered, in one of its aspects, on prepping the coun- try'sshoreline for an expected in- flux of tourists. The grand scheme focused on building mari- nas with an emphasis on water sports and activities, based on similar projects in several Euro- pean countries. Planning research showed that Germans were water skiing and yachting off the coast of Greece and the English were sail- ing in the south of France.
