Should Jewish groups continue
to use the current system to full
advantage in pursuing com-
mendable goals, like enhancing
Israel's security and strength-
ening the U.S.-Israel relation-
ship, even if that system is
increasingly corrosive of democ-
racy?

If we support things
like limits on out-of-
state contributions,
will we be eroding
the legislative base
of support for
Israel?

It is a canard that Jewish se-
curity is closely linked to the
quality of American democracy;
on the surface, the current cam-
paign finance system seems con-
trary to democratic values.
So are we working against
our own long-term interests by
participating so energetically in
a destructive system for the
short-term benefit of Israel?
But campaign finance is a
tool that Jews — a small but af-
fluent minority — are particu-
larly well-positioned to use.
Without that system, it's hard
to imagine that Israel's status
as a privileged ally would be as
strong as it is today.
Because of that ambivalence,
Jewish groups have generally
hovered on the margins of
the campaign finance debate, a
topic that will be thrashed out
at this week's plenum of the
National Jewish Community
Relations Advisory Council.
Is there a danger that Jews be
viewed as the last defenders
of a corrupt and wildly unpopu-
lar system — an unfair charac-
terization, but one that's fully
in synch with traditional bias-
es?
But if we support things like
limits on out-of-state contribu-
tions, will we be eroding the leg-
islative base of support for
Israel?
Tough questions, with no
easy answers. But increasingly,
as Washington tries to finesse
public fury over campaign
finance, Jewish leaders will
have to start wrestling with
the tensions between our role as
a moral force in society — and
our legitimate pursuit of self-in-
terest in the American free-for-
all.
