Russian Welcomed

This week's visit by Russian
Prime Minister Viktor Cher-
nomyrdin is a high-stakes one for
the Clinton administration, which
fears political chaos if President
Boris Yeltsin's health problems
worsen — and for Jewish groups
with identical fears.
Originally, the Chernomyrdin
visit was intended to lay the
groundwork for a Clinton-Yeltsin
summit in March. But with grow-
ing indications that Mr. Yeltsin's
health is continuing to decline,
the visit is seen as a chance to
shore up one of the people who
will have the daunting task of try-
ing to manage a democratic tran-
sition if Mr. Yeltsin

Viktor Chemomyrdin:
High-stakes visit.

"If Yeltsin is unable to con-
tinue in office, the entire politi-
cal landscape changes," said
Mark Levin, director of the Na-
tional Conference on Soviet Jew-
ry. "Nobody can say with
certainty who would take his
place — except that Cher-
nomyrdin would have three
months to try to put a govern-
ment together. But he will be
challenged from many sides."
The administration is being
careful not to appear partisan in
the succession battle, which is
already well under way in
Moscow. But officials here also
want the Chernomyrdin meet-
ings to appear substantive — to
give the prime minister some
added stature in what is certain
to be a rocky transition.
Early this week, NCSJ offi-
cials, who met with Mr. Cher-
nomyrdin during his first visit
to Washington two years ago,
were busy setting up meetings
between the prime minister and
