Not surprisingly, Mr. Beshara decried Mr. Klein- er's suggestion as "patently anti- democratic." And he was far from alone in expressing such outrage. Knesset members across the spectrum character- ized the proposed bill as bla- tantly racist. Even Knesset Speaker Dan Tichon, a veteran Likud parlia- mentarian, pointedly reminded his fellow-Likudnik that while Israel is a Jewish state, "it is also a democracy, and every citizen has the right to forward his can- didacy for the prime minister- ship." 2 There is inherent tension in Israel's label of a "democratic Jewish" state. But neither of these two bills are likely to become law. Mr. Rivlin's bill has been sent to committee, and its chances of passing a second and third read- ing — with a full turnout in the plenum — seem poor. And con- sidering the broadside leveled against Mr. Kleiner, it's ques- tionable whether his bill will pass even an initial reading. Nevertheless, the two pro- posals have again spotlighted the tension of Israel's double identity as a "democratic Jew- ish state." Many Israelis — mostly Arabs, but some outspoken Jews as well — argue that this defin- ition is a contradiction. They would prefer to see Israel define itself as a "state of all its citi- zens." There are, of course, other knotty problems related to the identity debate, such as the re- lationship between religion and state in a modern democracy.
