INA FRIEDMAN ISRAEL CORRESPONDENT 47:1'1 ' ' ' Despite the historic withdrawal of Israeli forces from 80 percent of Hebron last week, Israel Prime Minister Binyamin Ne- tanyahu's government is not like- ly to rest on its laurels — or rest at all. Having finally managed its first concrete step forward in the peace process, it faces a full agen- da of challenges. As a result of the Hebron deal, Israel obligated to sit with the Palestinians by March 17 to be- gin negotiating a final settle- ment. It is also obliged to carry out the first of three "further rede- ployments" in the West Bank on March 7. The last will be by mid- 1998. But even though their timing has been established, the loca- tion and extent of these future withdrawals remains problem- atic. The Netanyahu government holds — and has received back- ing for this reading from U.S. Secretary of State Warren Christopher — that Israel alone will determine where and how far it will withdraw. "You can't demand that [the Netanyahu government] adopt its predecessor's political posture." — Itamar Rabinovich Only the contours of the fourth and final withdrawal, which will establish the permanent borders between Israel and a Palestin- ian entity, is subject to negotia- tion. This interpretation jibes with the wording of the Interim Agreement signed by the Rabin government. But that same doc- ument also elaborates by stating that in these "further with- drawals," Israel will pull back to "specific military locations." What constitutes a "military location" is not defined. Hence the issue is already one of hot dispute. The Palestinians and various opponents of the agreement on the Israeli right hold that "mili- tary locations" mean army camps and other military facili- ties.
