Mr. Netanyahu, Israel's first
directly-elected prime minister,
has also buried his illusion of
presidential authority. The coali-
tion revolt will simmer on with
each new phase of the West Bank
redeployment, not to mention any
return to the negotiating table
with Syria. Mr. Netanyahu will
be dependent not only on the
residual Likud loyalists, but in-
creasingly on the votes — in or
out of a touted national-unity ad-
ministration — of the Labor en-
emy.
His credibility has shrunk to
the point of mockery. "One day
he is a moderate," quipped Che-
mi Shalev, a columnist in the dai-
ly Ma'ariv, "the next day he is an
extremist. One day he is a dedi-
cated pursuer of peace, the next
he eats Arabs for breakfast. One
day the country is being run cool-
headedly and with wisdom, the
next it looks like an unsupervised
asylum. The only thing Ne-
tanyahu learns from his mistakes
is to repeat them."
The Oslo process, which the
prime minister still publicly con-
demns as disastrously flawed,
will stagger on. As another re-
luctant Likud pragmatist, Fi-
nance Minister Dan Meridor, has
acknowledged, there is no other
game in town. But the peace
agreement will be implemented
grudgingly and without faith.
Israel was supposed to have
evacuated Hebron last March. It
is unlikely to be the last deadline
Mr. Netanyahu will overrun. ❑
