The 105th Congress may be more
conservative than its predecessor
and more ideological — but also
more cautious about taking the
lead on a long list of controversial
issues.
That's the assessment of a
number of leading Jewish ac-
tivists who are lining up legisla-
tive Arategies for the new session,
which formally began last week
with swearing-in ceremonies and
the election of the Democratic and
Republican leadership.

jority leader for Sen. Trent Lott,
R-Miss., mean a sharp turn to
the right for a body that was seen
as a counterweight to the more
conservative House in the 104th
Congress.
In the House, the narrowed
Republican majority and the
ethics woes of Speaker Newt
Gingrich may result in a much
more cautious approach to
change.
"The key word here is reac-
tive," said a longtime Jewish lob-
byist. "The Republicans got
burned trying to be assertive in
the last two years; in the 105th
Congress, they're going to let the
president propose, and they'll re-
ject. The center of action will shift
to the White House."
With President Clinton seek-
ing to craft a bipartisan unity
agenda, it is far from clear how
that shift will affect the range of
issues that interest Jewish lob-
byists.
On the domestic front, church-
state questions will quickly move
to center stage, according to
Richard Foltin, legislative direc-
tor for the American Jewish
Committee.
"At the very least, we will be
fending off proposals for school
vouchers and extensions of the
charitable choice principle that
was made part of the welfare re-
form bill in the last Congress,"
he said, referring to a provision
allowing churches, synagogues
and mosques to participate in the
distribution of welfare services
