BESSER WASHINGTON CORRESPONDENT Two years ago, when members of the new Republican Congress came to town with visions of a balanced budget dancing in their heads, journalists predicted a kind of fiscal meltdown for Jew- ish organizations that provide vi- tal health and social services. The reality of the 104th Con- gress was less sensational; the nation's social safety net may be a bit shredded, but it's still in place, and Jewish service providers were able to adapt to the changes in federal policy. That means Jewish groups will focus less on resisting the overall trend toward government downsizing, and work harder to find ways to protect vulnerable populations even as programs are cut and funding decreased. Last week, the new Clinton team huddled in Washington to lay the groundwork for what it says will be an all-out effort to end federal red ink in five years. In early February, the ad- ministration will present a bud- get plan aimed at accelerating government downsizing and paving the way for significant changes in the big entitlement programs —Medicare, Medicaid and Social Security.
