time, said eligible candidates must
be attorneys with a record of legal
competence and an aptitude for
legal scholarship and writing. He
also noted the importance of the
federal court as a kind of crucible
of social change.
"I feel very strongly that there
is very little the president of the
United States can do that has
more effect, ultimately, on the
lives of Americans than the ap-
pointments of federal judges.
Federal judges make decisions
affecting the basic constitution-
al rights that we have, the in-
terpretation of statutes that af-
fect our lives, and the usual
court decisions in civil matters,
criminal matters, capital of-
fenses. These are people who
have lifetime appointments, so
this is one of the very most im-
portant aspects of presidential
power, if not the most," Mr. Co-
han said.
