Travel Boom
In Middle East
No sooner was the 105th Con-
gress sworn in than a great
swarm of legislators headed for
the Middle East for some warm-
weather fact finding.
Pro-Israel forces were espe-
cially pleased about tours orga-
nized by the committees that
control the foreign aid purse
strings, delegations chocked to
overflowing with Republicans.
The Senate Appropriations
Committee delegation headed off
for the region with its new chair-
man, Sen. Ted Stevens, R-Alas-
ka, serving as tour guide for five
fellow Republicans.

fact-finding.
The House Appropriations
Committee sent a group of sev-
en, led by Rep. Sonny Callahan,
R-Ala., the chair of the Foreign
Operations subcommittee and a
key player in the annual aid de-
bate. Mr. Callahan is a longtime
proponent of big foreign aid cuts.
The jaunt, with stops in Israel,
Egypt, Jordan and Morocco,
could have a big impact on this
year's foreign aid debate, said
Rep. Nita Lowey, D-N.Y., the
lone Democrat in the delegation.
"The [Appropriations] Com-
mittee continues to be very sup-
portive of Israel," she said this
week. "But there are bound to be
pressures when the entire for-
eign aid budget is now under $12
billion. In light of the appropria-
tions bills, this trip could be very
important."
Originally, Ms. Lowey was not
scheduled to join the delegation.
"But when I realized there were
no Democrats, no women and no
Jews in the trip, I changed my
mind," she said.
A group of House freshmen
and sophomores was headed to-
ward the region, as well, under
the auspices of the American Is-
rael Education Foundation, an
arm of AIF'AC.
