Officials here also worry that last week's Israeli actions reflect a fundamental incompatibility be- tween Mr. Netanyahu's strategy in negotiations and the approach of the previous government. The Rabin-Peres approach was to defer the most difficult issues, like the future of Jerusalem and the ultimate disposition of the set- tlements, in an effort to build up Palestinian investment in the process. In contrast, the Ne- tanyahu government seems de- termined to draw clear lines on those issues from the outset. The decision to restore benefits to the settlers, officials believe, was the clearest reflection of that change, and it puts Jerusalem squarely in opposition to funda- mental administration strategy. The resulting pressure will be more subtle than it was under the regime of former Secretary of State James Baker, and it will be muted by the fact that the ad- ministration is just as unhappy with Palestinian Authority Pres- ident Yassir Arafat, whose brink- manship and inconsistency are major factors in continuing anti- Israel violence and an even greater impediment to the nego- tiations than Mr. Netanyahu's set- tlement policies. But the pressure will be real. D
